INVITATION

Dear colleagues,

First of all we would like to introduce ourselves and to provide some short but substantial information about the framework of this Meeting.

The Society of Social Psychiatry and Mental Health (SSP & MH) is the oldest NGO that initiated and led the effort of the psychiatric reform in Greece.

As you may know, the situation in Greece regarding mental health is deteriorating and we feel that we are forced to take immediate action. After 30 years we still do not have a sustainable mental health system, we have many infringements of the human rights of the individuals suffering from mental health problems (e.g. huge number of involuntary admissions), we have a “fragmented and un-coordinated system at the top level (Ministry of Health). The organization and the management of the system do not show any substantial improvement, i.e. the management system remains over-centralized at a central level, with an almost inactive and absent regional level” (as it was described by the most recent report of the official evaluation team of our psychiatric reform program). There is a tremendous lack of community based services and people’s needs are far from being met.  On top of all that we have the economic crisis that limits resources, pressures people and threatens the cohesion of our societies.

The situation is critical and in need of an intervention in many levels.

Following the very considerable effort for the on-going communication, collaboration and networking initiated by the Platform of Mental Health and continued by the Forum for the Psychiatric Reform and the 10 meetings already held within 1,5 year, with the participation of public agencies and private non-profit organizations and associations of users and families, the Society of Social Psychiatry & Mental Health (SSP&MH) invites you to participate to the National Meeting on Networking and Cooperation to be held on 21st to 23rd November at the University of Piraeus.

It is now more than obvious to all of us that the need for networking and collaboration in a joint operating base is imperative. The new challenges, the new economic and social conditions require new responses. Towards this direction our common desire and aim is that this Meeting could highlight the real needs and the everyday problems, in order to propose solutions that will result in the commitment to the irreversibility of the psychiatric reform along with the axes of Psychargos III Programme.

The bulk of the agenda will refer to: the quality criteria for the operation of services, the institutional framework within and outside Greece, the importance of primary care, the on-going training of mental health professionals, the characteristics and needs of the users of mental health services, the financial support of mental health, the search for alternative resources, the perspectives after 2015.

This Meeting is addressed to mental health professionals, to the users of mental health services and their relatives, to students and volunteers and to everyone interested in the present and in the future of psychiatry and in the  psychiatric reform and the reform of the relevant institutions. Our concern is that we must act with foresight and in a proactive way, in order to be ahead of the developments. We can not expect from the others (e.g from the Ministry, the EU) to do something that we, the most concerned stakeholders, should have done all these years in order to promote the psychiatric reform. Our obligation is to defend and promote the psychiatric reform and to ensure its future and perspective.

Regarding the contributions in the conference, the organizing committee will invite a broad team of stakeholders in a dialogue: representatives of user’s and families organizations, representatives of health and social services, representatives of major social institutions, professionals in fields related to health, economy, culture, education. We will try to ensure the participation of Greek and European experts, representatives of users’ movements and representatives of the policy makers and the EU.

We invite you to actively participate in the Working Groups in order to deeply discuss about the problems and, in the General Assembly to conclude to specific proposals which can guarantee a sustainable and consistent mental health system.

Clear framework and signed agreements between mental heath service providers and the supervising authority (Ministry of Health) for the function of each unit
Budget. Prerequisites. Ensure a stable legal and institutional framework. Compliance with the terms of the Špidla–Avramopoulos and Andor-Lykourentzos Agreement
